MLPB’s Aging and Health-Related Social Needs (HRSN) Learning-and-Action Lab (the “Lab”) is a two-phased initiative designed to inform and improve clinic-based HRSN screening, referral, and problem-solving strategies impacting older adults who live in Rhode Island. This work was made possible by generous funding from the Blue Cross & Blue Shield of Rhode Island Community Health Fund (BCBSRI’s advised fund at the Rhode Island Foundation), and with programmatic support from the Care Transformation Collaborative of Rhode Island (CTC-RI). This report summarized the most recent phase of the Lab, where members of clinical practices and older Rhode Islanders worked together to develop recommendations to improve HRSN screening, referral, and problem solving.

Since1983, Massachusetts has been the only state to have a “right to shelter” law to guarantee shelter for eligible families and pregnant women. That changed in April, when Governor Healey enacted a new nine-month limit on stays in the state’s emergency shelter system. This law is retroactive to when shelter residents first arrived in the shelters, so notices will be issued in July. The earliest that shelter participants could be asked to leave is early October 2024.
The important thing for EA shelter participants to know is that they do not have to leave the shelter immediately when they receive these notices to leave. They can apply for up to two 90-day extensions if they are employed, participating in approved training programs, or meet some protected criteria (such as being pregnant or recently given birth; have a diagnosed disability or medical condition; or are at imminent risk of harm from domestic violence). Read more about EA Shelter in the Housing Stability section of MLPB’s Digital Digest.
